The use of the eduPersonTargetedID attribute (as well as persistent NameIDs in general) should be phased out and replaced in all with the pairwise-id attribute from the OASIS SAML 2.0 usage, by sending the exact same data in a different part of the SAML Assertion (references below)SubjectID Attributes Profile.
