Problems while installing software (NON Microsoft secure installer)
There seems to be new Group Policy settings, which cause problems while installing some applications, drivers, etc.
Group Policy settings are a diverse range of Windows settings on managed PCs. These configurations are set by the ZID and cannot be changed by local administrators.
It seems that installers are not allowed anymore to write into the "System32" folder.
The problem popped up when installing:

DeLock drivers via installer
EDUROAM: WiFi connection cannot be established via a Windows computer
